PROBLEM TO BE SOLVED: To provide a safety balustrade which can be stably stacked by reducing bulkiness when the safety balustrades are stacked, and which is equipped with a baseboard with a gap closing plate hardly causing load shifting. SOLUTION: This safety balustrade is mounted on prefabricated scaffolding which is assembled in a multideck manner while a scaffolding board 4 is laid between horizontal members 2 and 2 of a pair of opposed building frames 3 for scaffolding. In the safety balustrade, the other side end of the gap closing plate 5, which has the side of one side end placed on the scaffolding board 4 in such a manner as to close the gap S between the one side end of the laid scaffolding board 4 and the side of the vertical member 1 of the building frame 3, is hinged on the baseboard 6; the baseboard 6 is mounted in a predetermined height position of a balustrade body 7; and a locking means 8 for making the gap closing plate 5 locked in a folded position to be folded with respect to the baseboard 6 is provided.
