PROBLEM TO BE SOLVED: To provide a cooling unit capable of improving work efficiency in the assembly process of a cooling apparatus while preventing the breakage of a heating element caused by heat in brazing in the assembly process of the cooling apparatus, and an electrical appliance mounted with the cooling unit. SOLUTION: The cooling unit 10 includes a refrigerant circuit 43 connecting a refrigerating cycle comprising a compressor 52, a condenser 54, an expansion valve 56 and an evaporator 58, by piping 51 through which a refrigerant flows, and is used for the cooling apparatus 4 cooling the heating element 201 mounted to a substrate 200. The cooling unit 10 includes a cooling jacket 101 having passages 107 for circulating the refrigerant and brought into thermal contact with the heating element 201; a heat storage member 103 brought into thermal contact with the cooling jacket 101; and a connecting pipe 105 with one end connected to the passages 107 of the cooling jacket 101 and with the other end having an opening end connected to the piping 51 of the refrigerant circuit 43.
