PROBLEM TO BE SOLVED: To maintain evenly accumulated loss time between moving bodies in traveling, while efficiently preventing beforehand generation of congestion. SOLUTION: A traveling route determination system adopts a constitution including: a deriving means 721 for deriving the number of moving bodies which can travel along a scheduled traveling route without generating congestion among specific moving bodies which are moving bodies having a traveling schedule along the scheduled traveling route in a traveling scheduled time zone of an attention moving body, including the attention moving body; a determination means 712 for determining whether the attention moving body is included in the moving bodies to be traveled along the scheduled traveling route or not, when the moving bodies to be traveled along the scheduled traveling route are selected from the specific moving bodies in the order of legth of the accumulated loss time, based on a derivation result by the deriving means 721, and the accumulated loss time of each specific moving body generated by detouring for congestion avoidance until then; and a decision means 713 for deciding the scheduled traveling route as a future schedule traveling route for the attention moving body, when a determination result is affirmative.
