PROBLEM TO BE SOLVED: To provide a conductive powder excellent in conductivity, whiteness degree, and dispersibility, and having no risk of toxicity. SOLUTION: In the making of the conductive powder, after a water-soluble tin compound is added in a slurry in which a core material is dispersed in water, a neutralizing reaction is performed by using acid or alkaline, a conductive powder precursor in which a coating layer made of tin oxide hydrate is formed on a surface of the core material is generated, the precursor is cleaned and dried, and then is temporally calcined in an oxidizing atmosphere of 250-600°C to obtain a temporally calcined powder, the temporally calcined powder is crushed, and calcined in a non-oxidizing atmosphere of 150-250°C, and a tin oxide layer is not metalized by reduction and oxygen deficiency is formed to obtain the conductive powder in which the tin oxide layer is formed on the surface of the core material.
