Disclosed are: a proliferation promoter which promotes the proliferation of mesenchymal stem cells with excellent safety during the culture and proliferation of mesenchymal stem cells; a proliferation promoting method using the proliferation promoter; and a method for producing the proliferation promoter. Specifically disclosed is a proliferation promoter for promoting the proliferation of mesenchymal stem cells, which is characterized by containing the liquid component of coagulated umbilical cord blood. The proliferation promoter is excellently safe and enables promotion of the proliferation of mesenchymal stem cells by a simple operation. Consequently, the effective use of mesenchymal stem cells can be further promoted, for example, in the field of regenerative medicine.
