PROBLEM TO BE SOLVED: To provide a ferritic stainless steel which is excellent in any of oxidation resistance (including resistance to oxidation with water vapor), thermal fatigue characteristic and high-temperature fatigue characteristic by preventing the deterioration of the oxidation resistance due to the addition of Cu without adding expensive elements such as Mo and W. SOLUTION: The ferritic stainless steel contains, by mass%, 0.015% or less of C; 0.4 to 1.0% of Si; 1.0% or less of Mn; 0.040% or less of P; 0.010% or less of S; 16 to 23% of Cr; 0.2 to 1.0% of Al; 0.015% or less of N ; 1.0 to 2.5% of Cu; 0.3 to 0.65% of Nb; 0.5% or less of Ti; 0.1% or less of Mo; and 0.1% or less of W, wherein the Si and Al are contained such that the contents (mass%) of Si and Al satisfy the relation of Si≥Al.
