PROBLEM TO BE SOLVED: To provide an apparatus, methods, software and signals which mitigate one or more problems associated with the prior art. SOLUTION: A method of marshalling upstream communications from a plurality of outstations in a passive optical network includes the steps of: generating a downstream Ethernet command frame having a MAC destination address field corresponding to a selected outstation permitted to transmit upstream to a head end and having a field indicating a transmission period during which the upstream transmission to the head end by the selected outstation is permitted; and transmitting the downstream Ethernet command frame from the head end, so that the selected outstation can start the upstream transmission during the transmission period designated by a command.
