PROBLEM TO BE SOLVED: To obtain high accuracy with simple processing concerning, especially, representative color determination in color reduction processing by tile unit in a color image including a halftone dot area. SOLUTION: An image processing apparatus includes: a tile dividing means for dividing input image data into a regulated size of tiles; a color frequency distribution generating means for generating the color frequency distributions of pixels included in the divided tiles by each divided tile; a position information imparting means for imparting position information of the pixels in the tiles to each class of the generated color frequency distributions; a representative color selecting means for selecting representative colors in the tiles; and a color replacing means for replacing the color information of the pixels of the tiles with the representative colors selected by the representative color selecting means.
