PROBLEM TO BE SOLVED: To provide a hydrogen production system easily eliminating a pressure difference between electrodes, which causes a problem upon operating to produce high-pressure hydrogen, and achieving a compact system, when water electrolysis is operated in a reversible cell where electrolysis and a fuel cell are integrated, or when hydrogen is produced by a water electrolysis exclusive machine. SOLUTION: A high-pressure hydrogen production system 1 is provided, including a cell 10 where water electrolysis is carried out, a hydrogen side storage tank 11 storing hydrogen gas generated in the cell 10, and an oxygen side storage tank 12 storing oxygen gas generated in the cell 10, wherein deformable pressure absorbers 60, 80 sealing a predetermined gas are disposed in the hydrogen side storage tank 11 and in the oxygen side storage tank 12, respectively. By providing the pressure absorbers in the hydrogen side storage tank 11 and in the oxygen side storage tank 12, generation of a pressure difference can be prevented or reduced without controlling a pressure difference between electrodes.
