<p><P>PROBLEM TO BE SOLVED: To prevent differences in potential of electrode layers between a fixed end and a displaced end in an actuator. <P>SOLUTION: At least one of the pair of electrode layers has a plurality of linear electrodes that contact with an electrolyte layer.
