PROBLEM TO BE SOLVED: To provide a safe power storage device capable of preventing outbreaks of abnormal heating without using a special material, and to provide a method of storing power by using the same. SOLUTION: An electrolytic solution such as sea water is concentrated by using an ion exchange membrane electric dialyser 1, and a high-concentration electrolytic solution obtained in a concentrating section 14 is stored in a temporary storage tank 2, and when electric power is required, the high-concentration electrolytic solution is supplied from the storage tank 2 to a high-concentration electrolytic solution charge section 34 of a concentration difference electric power generating device 3, and on the other hand, a low-concentration electrolytic solution such as tap water and river water is supplied to a low-concentration electrolytic solution charge section 35 of the concentration difference electric power generating device 3 to generate the power by concentration difference power generation.
