PROBLEM TO BE SOLVED: To solve problems in covering a net or a sheet on refuse bags placed in a refuse collection point wherein, in reality, scattering of refuse cannot be completely prevented due to crows and cats or the like getting in from gaps and beautification and sanitation of streets are impaired, or covering or removal of the net and sheet cannot be smoothly carried out at casting or collection of refuse. SOLUTION: The net 9 is covered and tied to a whole of several U-shaped pipes 1-5, both right and left ends of the pipe are fastened and collected into one by a fixing tool to be rotated like a sector, stability and safety are provided by installing the device on the ground, and the net divided between two pipes is used as a refuse insertion opening.
