PROBLEM TO BE SOLVED: To provide a vertical bag-making and packaging apparatus capable of increasing a bulk density of a group of articles while continuously sending a tubular film. SOLUTION: A controller 150 of the vertical bag-making and packaging apparatus 100 makes a pull down belt 103 continuously convey the tubular film F. A shaker 130 composed of a pair of grippers 131 and 132 holds the tubular film F from the horizontal direction, and moves the film so as to give a relative velocity difference to the continuously conveyed tubular film F.
