PROBLEM TO BE SOLVED: To provide a cellular phone, and the like, capable of reducing the number of urgent calls, as much as possible, and properly acquiring only the important information to grasp the situation on site for a police station or a fire department. SOLUTION: The cellular phone has a report key detecting means for detecting a sequence of depressed numbers as a report key, if keys are depressed in the order of keys "1", "1", "0" and an application start key, or dialing in the order of "1", "1", "9" and the application start key; an application start means for starting up the application based on "110" or the application based on "119", when the report key is detected; and a report message transmitting means for transmitting a report message containing positional information to a report receiver which is identified, on the basis of dialing "110" or "119".
