PURPOSE: A method and apparatus for encoding/decoding a motion vector are provided to read out a recordable program for executing a motion vector. CONSTITUTION: A first mode encodes information directing one expectation moving vector. A second mode encodes information directing one expectation motion vector based on a pixel in an encoding area. The expectation motion vector is determined according to the selected mode(1420). The expectation motion vector information of a current block is encoded(1430).
