A patch (50) for a structure (10) has a rework area (34) with an inconsistency (46) formed therein. The patch (50) comprises a patch body (52) having at least two regions including a fail-safe region (72) and a safe-life region (74) encompassing the fail-safe (72) region. The safe-life region (74) has a mode I interlaminar fracture toughness that is less than the mode I interlaminar fracture toughness of the fail-safe region.
