PURPOSE: A hair care composition containing a cosmetic composition for preventing alopecia is provided to ensure antioxidation and anti-inflammation without side effects. CONSTITUTION: A cosmetic composition for preventing alopecia and promoting hair growth contains 10-15 weight% of Phellinus yucatensis, 10-15 weight% of Glycyrrhizae radix, 5-10 weight% of persimmon leaf, 5-10 weight% of Mori Radicis Cortex, 5-10 weight% of Angelicae gigantis Radix, 5-10 weight% of Centella asiatica leaf, 10-15 weight% of green tea leaves, and 5-10 weight% of grape seeds. A method for preparing the composition for preventing alopecia comprises: a step of mixing the herbs; a step of adding 8-10 times volume of water to the herb mixture and performing hot water extraction at 80-85°C for 2-4 hours or adding 8-10 times volume of ethanol solution to the herb mixture and performing solvent extraction at 20-25°C for 20-24 hours; and a step of filtering and concentrating.
