PURPOSE: An apparatus and a method for inducing rotation of fluid in a pipe are provided to easily move fluid using the natural torque even if external pressure is weak. CONSTITUTION: An apparatus(10) for inducing rotation of fluid in a pipe comprises a circular inner surface, a blade-type protrusion, and an anti-flow groove(12). The circular inner surface is made of an elastic material. The blade-type protrusion is formed at the angle of 6.2 degrees in the circular inner surface. The anti-flow groove is formed on the exterior of a clip and keeps the strong fixing property according to the change of time. The diameter of the clip is manufactured according to the all types of pipes. The length of the clip is equal to the diameter of the apparatus. The height of the blade-type protrusion is maintained at the height of 10% of the diameter of the apparatus.
