PURPOSE: A coating composition for a low refractive layer is provided to ensure excellent anti-refractive property, scratch resistance, and adhesion, and to enable use for an anti-refractive film, polarizer and display device. CONSTITUTION: A coating composition for a low refractive layer comprises, based on 100 parts by weight of the composition, 0.1-20 parts by weight of hollow silica particles(A), 0.1-30 parts by weight of a (meth)acrylate monomer(B), 0.01-5 parts by weight of one or more photoinitiators(C) selected from oxime compounds represented by chemical formulas 1 and 2, and 50-98 parts by weight of solvents(D). An anti-refractive film includes a transparent substrate and a low refractive layer formed using the coating composition for a low refractive layer.
