PURPOSE: A sandwich panel and a manufacturing method thereof are provided to enable chaff to be filled between a pair of plates. CONSTITUTION: Plates(10,10') are manufactured. A panel frame(20) is manufactured. The main material a filling material(40) is chaff. The filling material is manufactured in proportion to the size of the holding part of the panel frame. The filling material is filled in the holding part of the panel frame through an opening. A side material(11) closes the opening. A panel is made.
