<P>PROBLEM TO BE SOLVED: To provide a communication system capable of establishing communication between terminals without determining a master terminal, a communication method, a communication terminal and a communication program. <P>SOLUTION: A communication terminal 12 transmits an INVITE request for requesting communication establishment to a communication terminal 11 in an established state (42). The communication terminal 11 transmits, after transmitting an OK response for permitting communication establishment to the communication terminal 12 (43), a REFER request for notifying that the communication establishment with the communication terminal 12 is permitted to a communication terminal 13 in a communication established state (46). The communication terminal 13 transmits, in the case of receiving the REFER request, an INVITE request to the communication terminal 12 (48). The communication terminal 12 transmits an OK response to the communication terminal 13 (49).
