<P>PROBLEM TO BE SOLVED: To provide a reforming unit having a simple structure and good thermal efficiency, and to provide a fuel cell system. <P>SOLUTION: A reforming unit 400 includes a first cylinder member 801 to a third cylinder member 803 which are cylindrical and have different diameters. A CO converter 810 filled with a CO conversion catalyst is partitioned in a space either between the inner circumferential surface of the first cylinder member 801 and the outer circumferential surface of the second cylinder member 802 or on the inner circumference side of the third cylinder member 803. A CO selective oxidation apparatus 830 or a methanation apparatus filled with a CO selective oxidation catalyst or a methanation catalyst is partitioned in the other space.
