PROBLEM TO BE SOLVED: To appropriately inhibit an operation for modifying a configuration of installed programs. SOLUTION: An operation inhibiting system includes an image forming device and an operation inhibition information providing device wherein programs can be installed. The image forming device includes a configuration information storing means storing configuration information on installed programs, an operation inhibition information acquiring means for transmitting the configuration information to the operation inhibition information providing device and receiving operation inhibition information which is transmitted from the operation inhibition information providing device based on the configuration information and to indicate whether an operation for modifying a configuration of the installed programs is allowed for each of the programs, and an operating means for inhibiting the operation on the program based on the received operation inhibition information. The operation inhibition information providing device includes an operation inhibition information providing means for returning the operation inhibition information in accordance with the configuration information to the image forming device upon receiving the configuration information.
