PROBLEM TO BE SOLVED: To provide a steam turbine including a diffuser increasing pressure recovery. SOLUTION: An outer plate 52 of the diffuser is disposed with respect to an inner plate 24 such that an opening 54 is located between the inner plate 24 and an outer plate 52. At least one hole 50 is located in the inner plate 24. A water tube 56 is disposed in the opening 54. The water tube 56 has water flowing through it, at least one part of a flow of steam flowing in a passage is condensed by the water, and thereby, at least a partial vacuum is created in the opening 54. The vacuum creates a suction effect through at least one hole 50 in the inner plate 24, and by the suction effect, at least one part of the flow of steam in the passage can be attached to an inner surface of the inner plate 24.
