<p><P>PROBLEM TO BE SOLVED: To provide a system for creating road traffic control support information for creating support information effective for control work. <P>SOLUTION: The system for creating road traffic control support information is provided with: a simulation state setting means 5 for setting presetting information necessary for simulation on the basis of road traffic flow simulation data registered in advance; a road traffic condition information analyzing means 8 for setting an object to be evaluated relating to the simulation result, and for determining the degree of influence of each element that influences the object by a statistical method, on the basis of the road side sensor information of a road traffic condition information DB 3 measured and accumulated by a road side sensor 1; and a simulation parameter setting means 7 for setting a parameter for variously changing road traffic conditions including the degree of influence of each element determined by the road traffic condition information analyzing means 8, and for setting future road traffic conditions.
