<P>PROBLEM TO BE SOLVED: To reduce time required to recover from a fault in a voice terminal system. <P>SOLUTION: A fault management device specifies a terminal device whose communication is intercepted due to the restart of a predetermined device for which defect has been detected according to the defect detection information by using connection information memorized in a terminal information memory portion when the defect detection information is received from an external device. Moreover, the fault management device acquires operation state information showing whether the operation state of the specified terminal device is normal or not from the external device. Moreover, the fault management device acquires the importance of the specified terminal device from the terminal information memory portion. Moreover, the fault management device determines whether the predetermined device for which the defect has been detected is restarted or not based on the acquired operation state information and the importance.
