<P>PROBLEM TO BE SOLVED: To permit connection to an information resource which is not permitted by a URL filtering rule only in a fixed period to a specific user without making indefinite a period when the release of URL filtering is performed. <P>SOLUTION: When it is determined that relay is not permitted as the result of relay control processing performed by applying a relay control rule to communication between terminal equipment and an external server device, a first relay control rule as a relay control rule applied to the communication is transmitted to the terminal equipment, and the release request of the pertinent first relay control rule is accepted. Then, in response to the accepted release request, a release entry to which the release period for releasing the first relay control rule is set is created.
