<p><P>PROBLEM TO BE SOLVED: To provide an extremely environmentally friendly liquid quick setting agent for concrete and a method for producing the agent, and to provide concrete using the quick setting agent, the concrete having significantly reduced setting time of the concrete when a disaster occurs, and having sufficient initial strength as well as sufficient long-term strength. <P>SOLUTION: An extract obtained by absorbing water into a modification residue, which is produced by modifying an organic waste under a high humidity condition, and by leaching the residue, is used as a liquid quick setting agent for concrete.
