<p><P>PROBLEM TO BE SOLVED: To provide an encoder capable of encoding progressive data in a high-order layer and encoding interlaced image data in a low-order layer in executing hierarchial encoding. <P>SOLUTION: A low-order layer encoding circuit 12 encodes interlaced data S10_2 to generate low-order encoded data S12. A conversion circuit 13 applies interpolation (up-sampling) processing to low-order prediction image data L_PRE generated by the low-order layer encoding circuit 12 to generate low-order prediction data L_PREb of the same resolution (number of scanning lines) as that of the progressive image data S10_1.
