PROBLEM TO BE SOLVED: To provide a windbreak plate particularly for a viaduct, having impact resistance hardly causing the scatter of fragments even when damaged under a strong impact while hardly impairing a scenic view when installed. SOLUTION: The windbreak plate 10 includes a transparent resin plate 1 and metal wires 2 embedded in the transparent resin plate 1. The transparent resin plate 1 is composed of methyl methacrylate resin, and the thickness of the transparent resin plate 1 is 3 mm or more. A plurality of metal wires 2 are embedded in the transparent resin plate 1 almost in parallel at spaces from one another. The windbreak plate 10 is obtained by polymerization reaction of a polymerizable compound after interposing the metal wires and the polymerizable compound between two transparent resin plates.
