Disclosed is a communication system including specified subscriber cells (CSG) that permit use by a specified mobile terminal and non-specified user cells (non-CSG) that permit use by non-specified mobile terminals, in which the mobile terminal performs cell selection on receiving cell identification information (physical cell identity), constituted by information that is allocated to each communication cell. Identification information that identifies CSG cells operating in open access mode is included in the cell identification information.
