PROBLEM TO BE SOLVED: To provide a control device for an on-vehicle internal combustion engine, which cleans a variable valve timing mechanism without worsening fuel-saving, emission and driving performances and interrupting output requirements. SOLUTION: The control device is provided for advancing or delaying a valve timing from the optimum valve timing for a driving condition during stepping a brake pedal to clean the variable valve timing mechanism. The control device finishes the cleaning on cancelling the stepping of the brake pedal, and resets the valve timing into the optimum valve timing before a driver changes his stepping from the brake pedal into an accelerator pedal, thus preventing output drop when the driver steps on the accelerator pedal to give output requirements to the engine.
