PROBLEM TO BE SOLVED: To provide a new filing implement which can fully operate an opening/closing part, can prevent filed data from falling apart, further can arrange and keep filed data safely by binding data in a binder etc. as inserted, can secure the inserted data to the tidy thickness, improves safety and presentable appearance and is attachable to any other article, as well as a device for manufacturing this filing implement. SOLUTION: This filing implement includes a fully operating opening/closing means formed by chamfering the top of a foldable part, and setting a sealed part in shortened style and a notched part inclining in the top chamfering part direction on the sealed part side. In addition, an arcked tongue piece is formed on the open part side as a falling-apart preventive means. For the other necessary means, formation of binding holes and the arcked notched part for removing data at the top, the increasing of room for accommodating the bulky volume of data in the closed part by folding the sheet edge, the preparation of a folder for inserting attachable data, etc. are also provided.
