Disclosed is a fixing member which has a surface layer constituted of a flexible rubber layer and with which sufficient pressing force can be applied to toner particles present on the protrusions of a paper surface, while maintaining satisfactory conformability to the recesses of the paper surface, which is an advantage of the surface layer. The fixing member has a surface layer to be brought into contact with a toner. The surface layer has a sea-island structure composed of a sea phase comprising a fluororubber and an island phase comprising a silicone compound having a crosslinked structure. The surface layer gives a stress-strain curve wherein in the strain range of 0.25-0.8, the tangent modulus of elasticity, which is the slope of the curve, increases as the strain increases.
