<p><P>PROBLEM TO BE SOLVED: To provide an access management system that prevents illegal entry and exit to/from a room even when a person enters at substantially the same time as another person exits. <P>SOLUTION: An ID card of an entering person is read out by a card reading part 21 in an entry management terminal 20. When the entering person is normally authenticated, an exit-side state detection means (exit-side state detection part 22) detects whether a person is leaving a room on the side of an exit management terminal 30, on the basis of exit history recorded in an access management means (access management server 10). When the person is leaving the room, the entering person is notified of permission.
