<P>PROBLEM TO BE SOLVED: To perform appropriate assist control corresponding to a road surface condition in a system of performing assist control for assisting a steering force of a steering mechanism with an electric motor. <P>SOLUTION: When a driver operates a road surface mode selection switch 17 according to a vehicle traveling road surface condition, such as a pavement, a snowy road, grassland or rocks, a road surface mode corresponding to the vehicle traveling road surface condition, such as a pavement mode, a snowy road mode, grassland mode, and rocks mode, is selected. By changing control characteristics, such as a relationship of a vehicle speed, a steering torque and an assist torque, of assist control according to a road surface mode selected by a road surface mode selection switch 17, assist control corresponding to the vehicle traveling road surface condition is performed.
