PROBLEM TO BE SOLVED: To provide a frequency resource assignment method for a case in which a plurality of kinds of radio communication systems coexist in the same frequency band, the method achieving efficient frequency assignment of a new radio communication system, and to provide a system for the same. SOLUTION: In the frequency resource assignment method for a case in which a narrow band radio communication system and a broadband radio communication system coexists in the same frequency band, the broadband radio communication system recognizes a band which the narrow band radio communication system does not use by usable band information to be obtained from a carrier sense or a band management controller 10, and divides the smallest physical resource block PRB of the broadband radio communication system if necessary based on the usable band information to assign the band.
