PROBLEM TO BE SOLVED: To provide a semiconductor circuit capable of restoring a register or the like even if an instantaneous pulse is inputted from the outside, and a semiconductor circuit device.

SOLUTION: The semiconductor circuit includes: a terminal 21a for transmitting and receiving input/output information to/from the outside; a first I/O detector 21b for comparing an input voltage of the terminal part 21a with a first reference voltage and transmitting a first signal when the input voltage of the terminal part 21a is higher than the first reference voltage; a reset part 24 for transmitting a reset signal when receiving the first signal; and a latch part for latching the signal from the I/O detector 21b.
