PROBLEM TO BE SOLVED: To adjust relationships between a substance and a pixel value in tomographic images in generating tomographic images at a plurality of positions in a z-direction in an X-ray CT apparatus. SOLUTION: The X-ray CT apparatus includes a data collector 20 for collecting first and second projection data by executing dual energy radiography through conventional scanning in a scanning range, and a generator 53 for generating tomographic images at a plurality of positions in the z-direction by executing a process M of acquiring monochromatic tomographic images corresponding to images captured by the radiography with X rays of desired effective X ray energy based on the first and second projection data. The generator 53 changes conditions for the process M, in which the substantially effective X-ray energy of the generated images can be adjusted, according to the positions of the generated images in the z-direction.
