PROBLEM TO BE SOLVED: To provide a contour machining method for an electromagnetic steel sheet with insulating films which can perform contour machining for the electromagnetic steel sheet with insulating films, in which the insulating films are disposed on the front surface and back surface, without any distortions and with reduced number of steps, and is excellent in working efficiency and productivity. SOLUTION: In the contour machining method for the electromagnetic steel sheet with the insulating films in which the insulating films 11 are disposed on the front surface and back surface of an electromagnetic steel sheet 10, a laser beam irradiation step of irradiating the insulating films with laser beam 20 by drawing, and selectively removing the insulating films correspondingly to the objective contour machining shape to selectively expose the electromagnetic steel sheet, and an etching step of using the insulating films left in the laser beam irradiation step as etching resistant films to perform etching to the electromagnetic steel sheet part exposed in the laser beam irradiation step with an etching liquid 30, and to perform contour machining of the electromagnetic steel sheet, are carried out in this order.
