PROBLEM TO BE SOLVED: To improve the output of a servo signal in a magnetic recording medium manufactured by an ion radiation system. SOLUTION: The magnetic recording medium includes, on at least one surface of a substrate, a magnetic recording layer where magnetic recording areas for recording and reproducing magnetic information and non-recording areas for magnetically separating the magnetic recording areas are arranged regularly in the in-plane direction of the substrate. The non-recording areas have magnetic permeability of 2-100 H/m or more, the surface of the non-recording areas form concave sections with respect to the surfaces of the magnetic recording areas, and the depth of the concave sections is 0.5-2.0 nm.
