PROBLEM TO BE SOLVED: To acquire a positioning result in response to the state of a receiver in less time. SOLUTION: A positioning server 10 includes: a reception state information acquisition part 12 for acquiring reception state information expressing a reception state of a radio wave at a cellular terminal 20; a positioning calculator 13 for a base station for estimating the approximate position of the cellular terminal 20 on the basis of the reception state information, and calculating the accuracy of the approximate position; an end decision part 14 for deciding whether to end the estimation of the position on the basis of the accuracy of the approximate position, and, if it is decided to end the estimation, ending the estimation of the position by estimating the approximate position as the position of the cellular terminal 20; an indoor/outdoor determination part 15 for determining whether the cellular terminal 20 is indoors or outdoors based on the reception state information; and a positioning control part 16 for controlling execution of GPS positioning of the cellular terminal 20, on the basis of the result of the determination by the end decision part 14 and the result of the determination by the indoor/outdoor determination part 15.
