PROBLEM TO BE SOLVED: To provide a road surface state determination device capable of suitably determining a road surface state. SOLUTION: The road surface state determination device 33 includes: a slip value measuring means 41 configured to measure a slip value S indicating an idling degree of a drive wheel 3; a change rate calculation means 42 configured to calculate a change rate ΔS of the slip value S measured by the slip value measuring means 41; and a determination means 43 configured to determine a road surface condition according to the change rate ΔS of the slip value calculated by the change rate calculation means 42.
