PROBLEM TO BE SOLVED: To provide a conductive roller for electrophotography suppressing change in dispersed state of carbon black in conductive rubber composition rising along with variation in conditions for a molding step or a vulcanization step for the conductive rubber composition, with little variation in resistance in the roller and having electrical property with small environmental dependence and to provide a charging roller including these properties. SOLUTION: The conductive roller for electrophotography includes a conductive rubber layer containing rubber sulfide which is applied with conductivity by the carbon black. The conductive rubber layer contains a terminal- modified polymer having a functional group on its terminal in a range of 50 mass% or more and 100 mass% or less to the rubber component and is obtained by having the conductive rubber composition containing the carbon black in a range of 30 parts by mass or more and 80 parts by mass or less for 100 parts by mass of the rubber composition molded and vulcanized. The carbon black has nitrogen absorption specific surface area of 40m<SP>2</SP>/g or more and 150m<SP>2</SP>/g or less and the amount of DBP absorption is 60 ml/100g or more and 170 ml/100g or less.
