Disclosed is an efficient process for producing L-glutamine or L-glutamic acid using a microorganism. L-glutamine or L-glutamic acid can be produced by culturing a microorganism that is capable of producing L-glutamine or L-glutamic acid and has a lower ability of forming superhelical double-stranded DNA than that of a parent strain thereof in a culture medium to produce and accumulate L-glutamine or L-glutamic acid in the culture medium and collecting L-glutamine or L-glutamic acid from the culture medium.
