PROBLEM TO BE SOLVED: To perform positioning at the appropriate positioning time and positioning accuracy, in response to indoor/outdoor conditions of a receiver. SOLUTION: A positioning server 10 includes; a reception state information acquisition part 12 for acquiring reception state information expressing a reception state of an electric wave at a cellular terminal 20; a positioning calculator 13 for a base station for estimating the position of the cellular terminal 20 on the basis of the reception state information; an end decision part 14 for deciding whether to end the estimation of the position on the basis of predetermined end conditions, and, if it is decided not to end the estimation, allows the position of the cellular terminal 20 to be estimated on the basis of new reception state information too; an indoor/outdoor determination part 15 for determining whether the cellular terminal 20 is indoors or outdoors on the basis of the reception state information; and an end condition determination part 16 for determining predetermined end conditions on the basis of the result of the determination performed by the indoor/outdoor determination part 15.
