<p>A system and method for developing software are disclosed in the embodiments of the present invention. The present invention solves the problem of slow processing resulted from no unified management in the software development flow. The system includes: a creating module, placed in a client, is used for creating a program code; a version management module, placed in a server, is used for saving the program code created by the creating module; a submitting module, placed in the client, is used for transmitting the program code created by the creating module to the version management module; a testing module, placed in the client, is used for testing the program code obtained from the version management module; a bug management module, placed in the server, is used for saving program code bugs.
