PROBLEM TO BE SOLVED: To provide an information providing system for achieving power consumption reduction of a mobile terminal when efficiently detecting a base station using the mobile terminal passing a stand-alone base station, in a system employing the mobile terminal and the stand-alone base station. SOLUTION: An upper-limit division number is determined based on a distance indicating a range, wherein a radio communication apparatus is communicable with a radio communication terminal, and a distance to an adjacent radio communication apparatus. A curve representing a ratio of power consumption of the radio communication terminal over an entire starting range to perform radio communication and power consumption of the radio communication terminal over a partial starting range to perform radio communication is calculated based on parameters relating to the power consumption of the radio communication terminal. In accordance with a magnitude relationship between a division number indicated by feature points of that curve and the upper-limit division number, a division number designating the starting range is calculated, and the starting range of the radio communication terminal is controlled in accordance with that division number, thereby accomplishing the radio communication terminal of low power consumption.
