PROBLEM TO BE SOLVED: To provide a filing implement which can arrange and keep data safely by binding data as inserted in a binder etc. and a device for manufacturing this filing implement. SOLUTION: This filing implement can be obtained by folding both sides of a spine sheet, then closing one end of the side which is orthogonal with a folding line by sealing the one end, and forming an inclined notched part on the sealed part side. In addition, a binding hole and the arcked notched part for removing data to the top are formed, and the sheet edge is folded so that increasing of room for accommodating bulky volume of data can be made, and then sealed. Thus, the problem with the increased thickness of the data to be inserted into the file can well be dealt with.
