PROBLEM TO BE SOLVED: To provide a method for sensing service activity of a user, base station, network-side apparatus and system. SOLUTION: A method for sensing service activity of a user includes: in a first terminal, acquiring service activity information for controlling a home network device via a base station; and transmitting the service activity information to a network side connected to the home base station and acquiring the service activity of the user based on the service activity information, at the network side.
